State of Emergency Declared in Rivers State
On Tuesday night, President Tinubu declared a state of emergency in Rivers State. He cited political instability, constitutional breaches, and security concerns as reasons for his decision. The ongoing crisis, stemming from a power struggle between Governor Siminalayi Fubara and former Governor Nyesom Wike, had paralyzed governance in the state.
Suspension of Rivers State Leaders
As part of the state of emergency, President Tinubu suspended Governor Fubara, his deputy Ngozi Odu, and all elected members of the Rivers State House of Assembly. Their suspension will last for an initial period of six months. This action aims to restore order and stability to the state.
Vice Admiral Ibas Appointed Administrator
President Tinubu appointed Vice Admiral Ibok-Étè Ibas (retd.) as the sole administrator of Rivers State. Ibas, who served as Chief of Naval Staff from 2015 to 2021, will oversee the state’s affairs. His appointment is part of efforts to stabilize the region and restore governance until normalcy returns.
Tinubu Explains the Legal Basis for His Decision
In his broadcast, Tinubu explained that the Governor and Deputy Governor had failed to request the declaration of a state of emergency. As a result, he invoked Section 305 of the 1999 Constitution. This provision gives him the authority to declare a state of emergency when necessary.
No Impact on the Judicial Arm
President Tinubu clarified that his declaration does not affect the judicial arm of Rivers State. The judiciary will continue to operate in accordance with its constitutional responsibilities. He emphasized that the declaration aims to restore governance and order, not disrupt the rule of law.
Commitment to Restoring Stability
Tinubu concluded his address by reaffirming his commitment to restoring peace and governance in Rivers State. He stressed the importance of his decision to maintain order and uphold democracy. Through the appointment of Ibas, the President hopes to guide the state through this challenging period.
