On Thursday, Dr. Maruf Alausa, Minister of Education, confirmed the resolution of the long-standing issue regarding HND mobilisation for NYSC. This announcement followed extensive discussions with the Director-General of the National Youth Service Corps (NYSC).
Eligibility for Mobilisation
Only full-time Higher National Diploma (HND) graduates are eligible for mobilisation. These graduates can now proceed with their NYSC mobilisation. Previously, they had been excluded from the NYSC programme due to their status.
Commitment to Fairness, Equity, and Inclusivity
Alausa stated that this decision reflects the Ministry’s commitment to fairness and equity. He noted that it addresses issues of inclusivity within the Nigerian educational system. However, part-time HND graduates remain ineligible for mobilisation.
Facilitating the Mobilisation Process
To streamline mobilisation, the National Board for Technical Education (NBTE) has been instructed to expedite the collection of data. This will help ensure that eligible graduates are processed efficiently. Polytechnics have also received instructions to upload necessary graduate data to the newly created HND admission portal.
The HND Admission Portal’s Role
The new HND admission portal will serve as the central database for NYSC mobilisation. This portal is designed to resolve past issues related to admission records. It aims to ensure smooth and efficient processing of full-time HND graduates.

Alausa urged eligible graduates to use this opportunity and complete their mobilisation process without delay. He reaffirmed the government’s commitment to providing equal opportunities for all graduates. By doing so, the government ensures their active participation in national development through the NYSC programme.
