The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) has commended the Federal Government and the Nigerian National Petroleum Company Limited (NNPCL) for the successful operation of the Port Harcourt Refinery, which has now run non-stop for 180 days since its relaunch.
The refinery, previously dormant for over 20 years, began operations again in November 2024 following a comprehensive rehabilitation project financed by a loan from Afreximbank and executed by Tecnimont Nigeria Limited, a subsidiary of the Maire Tecnimont Group.
PETROAN Applauds Rehabilitation Partners
In a statement signed by its Publicity Secretary, Joseph Obele, PETROAN praised Tecnimont Nigeria Limited for delivering what it described as a “world-class rehabilitation project.”
The association also appreciated the host communities for their cooperation and peaceful conduct throughout the revamp process.
According to PETROAN, the refinery has operated continuously from October 2024 through March 2025, a significant achievement that demonstrates the success of the technical upgrade and operational capacity.
Steady Product Supply and Market Impact
PETROAN revealed that its members are currently loading diesel and kerosene from the Port Harcourt Refinery.
Meanwhile, NNPCL retail marketers are loading Premium Motor Spirit (PMS).
The association noted that this development has helped to stabilize the fuel supply chain and curb the circulation of adulterated kerosene and diesel in the market.
Recognition of Stakeholders and Key Leaders
The association extended heartfelt appreciation to key figures and institutions involved in the successful revival of the refinery:
-
President Bola Tinubu, for releasing funds to support the rehabilitation
-
Senator Heineken Lokpobiri, Minister of State for Petroleum Resources (Oil), for his oversight
-
Mele Kyari, Group CEO of NNPCL, for his consistent leadership
-
Hubb Stockman, MD of NNPC Retail Ltd, for effective marketing of refined products
-
Ibrahim Onoja, MD of Port Harcourt Refining Company, for his hands-on role in restoring operations
PETROAN also recognized the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for providing regulatory oversight and ensuring the refinery operates safely and efficiently.
A Turning Point for Nigeria’s Oil Sector
This milestone signals a renewed hope for local refining capacity, which many stakeholders believe is key to reducing fuel importation, stabilizing prices, and boosting Nigeria’s energy security.
PETROAN concluded its statement by reiterating its support for further government-backed initiatives that aim to revive local refineries and enhance downstream operations nationwide.
