Lagos State Governor Babajide Sanwo-Olu has signed into law the Human Organ Harvesting and Tissue Transplantation Law, imposing a penalty of up to 10 years imprisonment and significant fines for offenders. The law, among five new legislations signed last week, underscores the government’s commitment to the welfare and protection of Lagosians.
Governor Sanwo-Olu, while signing the bills, described them as “a testament to our commitment to the welfare, security, and prosperity of every Lagosian.”
New Laws to Enhance Welfare and Security
The newly enacted laws include:
- Human Organ Harvesting and Tissue Transplantation Law
- Lagos State Enforcement Training Institute Law
- Victims Assistance and Witness Protection Law
- Lagos State Fire and Rescue Service Law
During a press briefing held at the Ministry of Justice, Alausa, Ikeja, on Thursday, the Lagos State Attorney-General and Commissioner for Justice, Lawal Pedro (SAN), elaborated on the significance of these legislative milestones.
“These laws represent our unwavering commitment to ensuring Lagos remains a beacon of progress, justice, and opportunity in Nigeria,” Pedro remarked.
Human Organ Harvesting Law: Key Provisions and Impact
The Human Organ Harvesting and Tissue Transplantation Law is a landmark legal framework designed to curb illegal organ trade and regulate transplantation practices within the state.
Prohibitions and Penalties
- Unauthorised Organ Harvesting: The law strictly prohibits the removal of human organs without appropriate authorisation.
- Banned Advertisements: Advertisements for the sale of human organs are now illegal.
- Penalties: Offenders face up to 10 years imprisonment or fines of up to ₦10 million.
Pedro explained, “This legislation protects individuals from exploitation and ensures medical procedures adhere to the highest ethical standards.”
Ethical and Legal Safeguards
The new law addresses growing concerns about unethical medical practices and organ trafficking. It provides a framework to safeguard vulnerable populations, ensuring that organ transplantation is conducted ethically and with proper oversight.

Other Key Laws for Public Welfare
Lagos State Enforcement Training Institute Law
This law establishes a specialized training institute for law enforcement officers, aiming to enhance professionalism, accountability, and adherence to human rights standards.
Victims Assistance and Witness Protection Law
The Victims Assistance and Witness Protection Law strengthens the state’s judicial system by providing legal, emotional, and financial support to victims and witnesses. The law is expected to improve cooperation in criminal cases by protecting witnesses from intimidation and retaliation.
Lagos State Fire and Rescue Service Law
This legislation focuses on improving fire safety standards and bolstering the capacity of the Lagos State Fire and Rescue Service to respond effectively to emergencies. It includes provisions for modern equipment, training, and public awareness campaigns.

Attorney-General Pedro emphasized that the recently signed laws address critical areas of public welfare, human rights, and safety while promoting environmental sustainability.
